I think we can have following rules:
1) must use slick 2d. You can use any kind of library you want based on Slick (Artemis, MarteEngine and so on)
idea behind: we are a slick community, but open minded

2) distribuite like u want: jar, applet, webstart, run on win/linux/mac is the bast
idea behind: we don't care about distribution, but don't give us only source code (more possibility to be played if on win32/win64 and web)
3) no theme/resolution/gameplay restrictions
idea behind:no one can stop your ideas!
4) provide source code (any licensing)
idea behind: like last competition, source code of games can help newbie
5) one month: you can do it! From 1 March to 31
idea behind: not a Ludum dare, you can join on any time
6) partecipate and share: blog about it, make a post on forum and so on
idea behind: grow!
7) team is allowed: you can team up with anyone
idea behind: build a team is difficult

resources: any legal (not stealed) resources are good, even self made
idea behind: if you like programming.. do it!
9) votes: two weeks time. One person = one vote. You must vote all games. Five category (from 1 to 5):
- Presentation: graphics and sound,
- Innovation: how much game is innovative in gameplay and mechanics,
- Fun: how much game is fun,
- Overall: global vote
Total vote for a game is sum divided by number of votes
